The Hyogo Business & Cultural Center worked in conjunction with the Seattle Kobe Sister City Association to continue the Jazz exchange that exists between Seattle and Kobe. Each year, Seattle and Kobe hold auditions to find a female vocalist that will represent them as their “Jazz Queen”. The Seattle jazz queen and the Kobe Jazz queen will both get to travel overseas and represent their cities at events in Kobe and Seattle. Traditionally, The auditions are held in March and the winners attend events in from April to October, with the winners from Washington going to Hyogo in the summer.
As part of the jazz exchange, the Hyogo Business & Cultural Center was involved in bringing Chie Kobashi to Seattle as Kobe’s jazz queen, where she performed at Dmitriou’s Jazz Alley for a crowd of over 150 people. Born and raised in Amagasaki city in Hyogo, Chie learned jazz singing by performing at venues in Kobe before expanding to sing in cities around the world. Chie performed 2 sets with local musicians from 7p.m. until 9:30 p.m., with a mix of songs in both English and Japanese.
The Hyogo Business and Cultural Center staff were responsible for helping with event planning and fundraising in order to help continue the jazz exchange program, and the donations received from audience members totalled just under $1,000 on the night. HBCC director Ginn Kitaoka gave a welcoming address and promoted awareness of the sister state relationship that exists between Washington & Hyogo. The next auditions for the Seattle jazz queen will be held in March of 2009.














シアトル−神戸ジャズ交流シリーズ

兵庫県ワシントン州事務所ではシアトル神戸姉妹都と協会し、シアトル市と神戸市が共同で行っているジャズ交流イベントを開催しました。シアトル市と神戸市は毎年オーディションを行い、「ジャズ・クイーン」としてそれぞれの都市を代表する女性歌手を選考します。シアトルジャズ・クイーンと神戸ジャズ・クイーンは共に海外での講演機会を得るとともに、神戸市とシアトル市で開かれるイベントでそれぞれの都市を代表することになります。
伝統的に、オーディションは３月に行われ、その優勝者が４月から１０月の間に開催されるイベントに参加します。ワシントン州から兵庫県への訪問は通常夏に行われます。
兵庫県ワシントン州事務所では、ジャズ交流の一環として、小橋知枝さんを神戸ジャズ・クイーンとしてシアトルに招待する協力をしました。小橋さんはシアトルのドミトリオス・ジャズ・アリーで、１５０人以上の観客の前でその歌声を披露しました。兵庫県尼崎市で生まれ育った小橋さんは、神戸市の様々な場所で歌う中でジャズを学び、やがて世界中の都市でも歌うようになりました。今回の公演では、小橋さんは午後７時から９時半まで、地元ミュージシャン達とともに２回の公演を行い、英語と日本語の両方でジャズを披露しました。
兵庫県ワシントン州事務所スタッフはイベント企画やプログラムを続けていくための資金調達を担当し、観客から集まった募金は一晩で１千ドル弱にもなりました。事務所の代表である北岡孝統所長が歓迎の挨拶をし、ワシントン州・兵庫県の間の姉妹州関係に対する意識を高めていくことを強調しました。次回のシアトルジャズ・クイーンのオーディションは２００９年３月に行われる予定です。

Saturday September 7th – Sunday September 8th

The Hyogo Business & Cultural Center was again present at this year’s annual Aki Matsuri, and contributed to three different events at the festival. Each year the Eastside Nihon Matsuri Association (ENMA) holds the event as a way to promote Japanese culture to the people of Western Washington, with booths, stalls, performances and workshops.The HBCC invites 3 students from Kobe University to participate in an internship program for three weeks each year, and participating in the Aki Matsuri is part of that program. This year the HBCC booth had a calligraphy demonstration, an interactive presentation about tourism in Hyogo, a panel display about Japanese festival customs, and pamphlets about Hyogo for people to take home. The booth enjoyed many visitors of all ages and was constantly busy, with the calligraphy in particular being very popular.
The HBCC also sponsored a teachers workshop at the festival in conjunction with the East Asian Resource Center (EARC) at the University of Washington. The workshop was about using Modern Japanese culture such as Anime or Manga in the classroom to teach about Japan, and had 30 teachers from all over the state, teaching at a variety of schools.
The HBCC also supported the Consulate General of Japan with their efforts to promote the JET program and recruit new applicants, while promoting Hyogo as a potential place for them to visit. Overall the Hyogo Business & Cultural Center maintained a big presence at one of Seattle’s biggest cultural festivals, with around 8,000 people having come to the venue at Bellevue Community College over the course of the two days to enjoy the perfect summer weather.
























ベルビュー秋祭り

兵庫県ワシントン州事務所（ＨＢＣＣ）では、今年も恒例の秋祭りに参加し、３つの関連イベントを開催しました。この秋祭りは毎年、東部日本祭協会（ＥＮＭＡ）が東シアトルの人々に日本文化を伝えるために開催しているものです。会場では、各団体のブース、屋台、パフォーマンスやワークショップなど、様々なイベントが行われました。
ＨＢＣＣには、毎夏、神戸大学から３名の学生がインターンとして研修にやって来ます。彼らにとって、この秋祭りは研修プログラムの一環で、最初の企画から最後の実行まで責任をもって担当します。この秋祭りでも頑張ってくれました。当日は、ＨＢＣＣでは手製パンフレットの配布や、習字体験コーナー、行き先を自由に選べて様々な兵庫県ツアーを体験できるプレゼンテーション、日本の祭に関するパネルディスプレーを設置しました。当日、ブースは幅広い年齢層の人々で賑わい、特に習字コーナーに人気が集中しました。
またＨＢＣＣではこの秋祭りで、ワシントン大学の東アジア資料センター（ＥＡＲＣ）と協力して、教員のためのワークショップを開催しました。このワークショップには、ワシントン州各地の学校で教鞭をとっている三十人の教員が集まり、授業で日本のことを教える際にアニメや漫画などの日本の現代文化を使う方法を学びました。
さらにＨＢＣＣでは、ＪＥＴプログラムを促進し、新たな希望者を募るため、在シアトル日本総領事館に協力して、兵庫県を将来彼らが訪れる土地としてアピールしました。兵庫県ワシントン州事務所は、二日間の素晴らしい夏空の下、ベルビューコミュニティカレッジで開催されたシアトルで最も盛大な文化フェスティバルのひとつに足を運んだ約８．０００人に大きな存在感を示したといえると思います。

Thursday August 21st – Sunday August 24th, 2008

This year the Pacific Northwest (PNW) chapter of the JET alumni association became the first chapter of the organization in the US to host the annual national conference of JET alumni association chapters in North America. The Pacific Northwest chapter has over 400 members, and many of them have lived and worked in Hyogo prefecture due to the long-standing relationship that exists between Hyogo Prefecture and Washington State. As further proof of the widespread reach of the association, the president of the largest chapter in the country (JETAA New York) also went on the JET program in Hyogo.The conference was held in Seattle, Washington and included over 80 delegates from American and Canadian Chapters of the JET alumni association, local officials from the Japanese Consulate General and members of the ministry of foreign affairs (MOFA). Apart from being involved in the planning and execution process, the Hyogo Business & Cultural Center also had staff on hand at the official conference welcome reception to meet some of the alumni who went to Hyogo and express the local community’s support for the mission of the JET program in Washington and abroad.

The JET program and the JET alumni association have over 20 years of history, and to expand it’s role in promoting internationalization between the United States and Japan a number of guest speakers from the University of Washington Alumni Association and the Japanese Cultural & Community Center of Washington came to the conference as keynote speakers to lecture about how to improve the reach of an alumni association and how to get involved with the local community. The current president of the PNW alumni association, Ryan Hart, has been elected to become 1 of 2 U.S. country representatives that will attend international conferences and voice the interests and concerns of US JETs on an international stage. As vice-president, the Hyogo Business & Cultural Center’s own John Charlton will become the president of the PNW chapter to fill this gap. Because of this, we look forward to an even further increased level of exchange and cooperation between Washington and Hyogo on a local and national level.













第七回北アメリカ支部ＪＥＴ同窓会全国協議会

第七回北アメリカ支部JET同窓会全国協議会が、2008年8月22日（金）− 24日（日）までの３日間にわたりシアトルで開催されました。これにより、JET同窓会の太平洋側北西支部は北アメリカのJET同窓会（JETAA)支部のうち、２回目の全国協議会を開催した最初の支部になりました。この太平洋岸北西支部には400人以上のメンバーが所属しており、兵庫県とワシントン州の姉妹関係によって、多くのメンバーが兵庫県でのJET生活経験を有しています。今回出席した最大の支部であるJETAANY (JET同窓会ニューヨーク支部) の会長も兵庫県でのＪＥＴプログラム経験者であることを見ても、兵庫県でのJET経験者が、JET同窓会各支部に広範囲に広がり、指導的な立場についていることが分かります。シアトルで行われた今年の全国協議会には、アメリカ・カナダ支部のＪＥＴ同窓会、在シアトル日本総領事館 、日本外務省などから、会せて80人以上の代表者が参列しました。

兵庫県ワシントン事務所ではこの会議の企画・運営を手がけただけでなく、協議会の歓迎会に出席して兵庫県で活躍していた同窓生と交流すると共に、今後もJETプログラムで兵庫とワシントンの関係を強くするための支援をお願いしました。ＪＥＴプログラム並びにＪＥＴ同窓会は、２０年以上の歴史があります。アメリカと日本の国際交流をより促進するため、今回の協議会ではワシントン大学同窓会とシアトルの日本カルチャーコミュニティーセンター(JCCCW)から３人のキーノートスピーカーが集まり、今後どう同窓会を促進していくのか、また、どうすればより地元のコミュニティーと関わりを持てるのか等についての講演を行いました。
太平洋岸北西支部の現会長を務めるライアン・ハートは、JETの国際同窓会のアメリカ代表2人の内の1人に選任されており、今後JETAAの国際会議に出席し、国際舞台を通してアメリカの同窓会の意見をＰＲする役割を担っています。また、兵庫県ワシントン事務所のジョン・チャールトンが ハート氏の後任として太平洋岸北西支部会長に就任する予定となっています。そのため、今後はより一層ワシントン州と兵庫県の相互交流が深まることと期待しているところです。

Hyogo BCC Summer Institute for Teachers of Japanese:
Monday August 4th – Tuesday August 7th Roosevelt High School, Seattle The Hyogo Business & Cultural Center held a 4-day workshop series for teachers to help them improve their skills and further promote Japanese language education in Washington State. Held at Roosevelt high school in Seattle, the theme of this year’s workshop series was “how to integrate culture into the classroom”, and looked at how teaching culture can be an integral part of teaching language.


Professor Hiroko Kataoka of California State University led the workshop together with Professor Yashy Tohsaku from the University of California at San Diego. Professors Kataoka and Tohsaku are very experienced lecturers and have participated in the HBCC summer institute many times by popular demand, and the workshop series was full again this year. 24 teachers from all over the state of Washington from Seattle to Spokane were in attendance, and interested teachers from California and Oregon also got involved.

The workshops looked at helping teachers to promote cultural awareness in the classroom, deconstructing cultural stereotypes in the classroom, and culturally-based lesson plan creation. The teachers would take what they learned in the morning period of each day and then use it in the afternoon to create a practical group project together with other teachers in the class. Looking at the concept of culture in language taught participants not only to look at well-known cultural points like art or media, but also to use more ‘everyday’ culture such as eating meals or clothing. With the skills learned in the workshops, teachers of Japanese from all over the state will be able to improve how they teach students about Japanese language and Japanese culture, and the group came to appreciate how closely linked the two were. Students at 25 different schools will now have the opportunity to learn more about Japanese from a variety of sources in much more modern and holistic manner than before thanks to the results of the workshop series.
























兵庫県ワシントン事務所「日本語教師サマーインスティチュート」を開催

兵庫県ワシントン事務所では、8月4日（月）〜8月7日（木）までの４日間にわたり、シアトルのルーズベルト高校の施設を借りて、日本語教師の指導技術を高め、またワシントン州の日本語教育を推進するため、日本語教師のためのワークショップを開催しました。今年のワークショップのテーマは「文化を活用した日本語教育のクラス開発戦略」というもので、文化を教えることが言語教育にとってどのように大切であるかということに注目したものでした。講師には、カリフォルニア州立大学ロングビーチ校の片岡裕子教授とカリフォルニア大学サンディエゴ校の當作靖彦教授をお迎えしました。片岡教授と當作教授は講師として非常に経験豊かで、兵庫県事務所のサマーインスティチュートにも何度も招かれ参加されており、今年のワークショップも大盛況でした。シアトルからスポケーンまでワシントン州各地から集まった24人の教師が出席したほか、カリフォルニアやオレゴンからもワークショップに関心のある教師たちが参加しました。

ワークショップでは日本語教師が、クラスでの文化的偏見を無くし、日本文化をより意識した授業計画の構築促進するのを支援することを狙いとして行われました。参加者が毎日午前中の講義で学んだことを、午後から他の参加者と一緒に行う実践的グループプロジェクト作成に役立てるという方法でワークショップが行われました。参加者はこの「言語教育における文化の役割に注目する」というコンセプトを通して、芸術やメディアなどの一般によく知られている文化だけでなく、食事や洋服など日々の生活に根付いた文化を取り入れることの重要性を学びました。
州内外から参加した教師達は、このワークショップで学んだことを活かし、日本語や日本文化についてより効果的に生徒達に教えることができる自信につながったと感想を語っていました。また、言語教育において文化は切り離せないものであることを再認識したとも述べています。このワークショップの成功によって、２５校の学生達がこれから教科書だけでなく様々なメディアを使ってより現代的な方法で日本語について学ぶことができるようになることを期待しています。

On July 25th the Consulate General of Japan in Seattle hosted a send off party for the 2008-2009 group of departing JETs to be leaving from the Pacific Northwest for their stations in Japan. Now in its’ 21st year, the JET program is a government sponsored youth exchange program in association with the Ministry for Science and Education and the Council for Local Authorities and International Relations (CLAIR) that seeks to promote and improve cultural exchange and understanding between Japan and the rest of the world. With strong links between Washington state and Hyogo prefecture, more JET participants will be sent from the Pacific Northwest to Hyogo than any other prefecture, 7 in total. To advise and prepare these new JET candidates for their time in Hyogo, the Hyogo Business and Cultural Center attended the get together to take some time to talk with the departing JETs and help them look forward to promoting sister state relations during their time in Japan. The JETs that will be going to Hyogo are set to go to the following locations:Kobe city, Himeji city, Shiso city, Taka town, and Ichikawa town. The remaining two JETs will be contracted by the prefecture of Hyogo and will work based out of the prefectural office. Within the sister state relationship that Hyogo and Washington enjoy, there are also a number of sister city relationships that have strong ties as well. Kobe and Seattle have recently celebrated 50 years as sister cities with a nationally recognised exchange program, Sequim and Shiso share links, as do Ichikawa and Port Townsend. We are happy to help more people become a part of the strong relationship that Hyogo and Washington enjoy, and look forward to hearing about their time in Hyogo when they return.

JETグループの壮行会開催

7月25日、アメリカ北西部から選ばれたJETグループ2008-2009の壮行会が在シアトル日本国総領事館で開催されました。今年21年目を迎えたJETプログラムは文部科学省と自治体国際化協力が共同して行っているもので、日本と世界の文化交流と理解を促進し、向上させるための政府主催の青年交流プログラムです。

ワシントン州と兵庫県には密接な姉妹州関係があり、他県より多い計7名のJET参加者が北西部から兵庫県に派遣されました。兵庫県ワシントン州事務所では総領事館と共催で、出発を控えたJET参加者に兵庫県滞在にあたっての情報提供とアドバイスのための会を開催し、兵庫県及び日本滞在中に姉妹州関係を促進させる楽しみを伝えました。兵庫に向かうJET参加者の派遣場所は以下のとおりです。

神戸市、姫路市、宍粟市、多可町と市川町。残り2名のJET参加者は兵庫県に派遣され、県教育委員会を拠点として働く予定です。兵庫県とワシントン州の強い絆に結ばれた姉妹州関係と同様に、両県州には密接な姉妹都市関係もあります。セクイムと宍粟市やポートタウンゼンドと市川町の交流は全国的に有名になりつつありますが、この両市町にもJETが派遣されます。また、昨年、姉妹都市50周年記念を祝ったシアトルの姉妹都市である神戸市にも派遣されます。（写真左から、兵庫県ワシントン州事務所インターンOBのクリスティ･バー、青森市へCIRとして派遣、現インターン、ワシントン大学生の大宗祐子、難波総領事
